About China's "unjutisfied" deeds towards Mexicans

As far as I know, the swine flu has spread quite fast and nearly every coutry has taken or is going to take some measurement to avoid the pandemic flu rushing to its own people. Consequently, it seems reasonable to implement some laws and acts to protect ourselves from some badly effected countries. Notably, China and US have banned the flights between Mexico and them. Countries like Singapore and Japan, however, took a different way but had the same intention.  Instead of directly introducing a law to forbid the arrival of Mexicans, these two countries declined to sign the visas to Mexicans no matter whether they were caught with flu or not.
As a result, some officials in Mexico declared in a briefing that these countries mentioned above, especially China, showed a discriminatory attitude towards Mexicans. Although WHO endorsed that swine flu should not cause the exploitation that some countries could show unrespect to the other country, the highly contagious ability and high pathogenic possibility can never be ommited. During the SARS epidemic, the vinegar seems quite effective in the precaution. However, before the H1N1 became clear to us, no precautionary methods are actually efficient. Except for some very foundamental ones such as washing hands frequently, I have never something new.
Ultimately, the flu isn't a hullusination that only appeared in our dreams or in movies. Instead there are already more than 1000 confirmed cases and 29 deaths around the world. We are also not willing to be at odds with the Mexico government, but what our Chinese should care most  now is the whole the 1.3 billion people in China and those innocent person. Since China is still a developing country and has some serious social problems, there is no reason and possibility for China to discriminate another country.
